Strategic Noise Maps

The Strategic Noise Maps workshop will focus on the stages of creating Strategic Noise Maps (SMH). This process was carried out in the last mapping based on the new CNOSSOS-EU calculation methodology and new work reporting system.
During the workshop, in particular, will be discussed:
- Implementation of the SMH, taking into account the perspective of the Customer (noise source manager), the Contractor (private company), and the SMH Receiver (GIOŚ);
- Creating the SMH, starting from the issue of organizing the tender through collecting and processing data, performing calibration measurements, creating an acoustic model, calculating statistics, and preparing map results for the public and reporting systems.
This workshop is for all parties involved in the SMH creation process. Its primary goal is to collect and discuss experiences and to identify points that need to be unified and standardized to eliminate the problem observed in the last mapping to enhance the next mapping cycle.
The obligation to prepare the SMH is regulated by the EU Directive 2002/49/EC, the applicable European calculation methodology CNOSSOS-EU is regulated by the EU Directive 2015/996, and reporting issues are regulated by the Reportnet 3 mechanism managed by the European Environment Agency (EEA).
In Polish law, SMH issues and implementing regulations are described in the Environmental Protection Law. To support the creation of SMH, the Chief Inspector of Environmental Protection (GIOŚ) has developed several documents, including Good Practices for SMH, Transport/Industrial Data Catalog, and reporting templates and instructions.
[PL]: Strategiczne mapy hałasu – warsztaty
Przedmiotem warsztatów będzie omówienie etapów tworzenia Strategicznych Map Hałasu (SMH), które w ostatnim mapowaniu przeprowadzone zostały w oparciu o nową metodykę obliczeniową CNOSSOS-EU oraz w oparciu o nowy system raportowania prac.
W ramach warsztatów omówione zostaną poszczególne etapy:
- realizacji SMH z uwzględnieniem spojrzenia od strony Zamawiającego (zarządcy źródłami hałasu), Wykonawcy (podmioty prywatne) oraz Odbiorcy SMH (GIOŚ),
- tworzenia SMH zaczynając od kwestii organizowania przetargu, poprzez zbieranie i przetwarzanie danych, wykonywania pomiarów kalibracyjnych, tworzenia modelu akustycznego, obliczania statystyk i przygotowywanie wyników mapy dla społeczeństwa i do systemów raportowania.
Warsztaty kierowane są do wszystkich stron procesu tworzenia SMH. Głównym celem warsztatów jest zebranie i omówienie doświadczeń oraz określenie punktów wymagających ujednolicenia i ustandaryzowania, tak aby w kolejnym cyklu mapowania wyeliminować problem zaobserwowane w ostatnim mapowaniu.
Obowiązek sporządzania SMH reguluje Dyrektywa UE 2002/49/WE, obowiązując europejską metodykę obliczeniową CNOSSOS-EU reguluje Dyrektywa UE 2015/996 , a kwestie raportowania mechanizm Reportnet 3 zarządzany przez European Environment Agency (EEA). W polskim prawie kwestie SMH opisuje Prawo Ochrony Środowiska wraz z rozporządzeniami wykonawczymi. W celu wsparcia tworzenia SMH Główny Inspektor Ochrony Środowiska (GIOŚ) opracował szereg dokumentów, w tym Dobre praktyki wykonywania SMH, Katalog danych transportowych i przemysłowych oraz szablony i instrukcje dotyczące sprawozdawania.
